SUBCOMPONENT C2.3. DIGITAL TRANSFORMATION OF SOCIETY AND PUBLIC ADMINISTRATION
The Central State Office for the Development of Digital Society (SDURDD), as the body responsible for the subcomponent C2.3. Digital transformation of society and public administration, and the Ministry of Physical Planning, Construction and State Assets, as the body responsible for the implementation of investment, have concluded a Delegation Agreement, which stipulates that the Ministry of Physical Planning, Construction and State Assets is responsible for the implementation and fulfilment of target values and indicators within the framework of this subcomponent for:

The goal of this investment is to upgrade the physical planning system, simplify the overall construction system and state assets management systems by establishing an adequate and comprehensive information system which will enable better communication and cooperation between investors and public administration, better insight into the overall investment process for all of its participants, and better interdepartmental cooperation of competent institutions. This investment is aimed at promoting investment and improving business arrangements and at reducing the administrative burden through optimising the electronic management of construction sites and the control of construction for all construction participants, including both the construction inspection and labour inspection. The data in the system will be available to bodies of state and public administration directly through the central interoperability system (C2.3. R2-I1).
Description
This investment focuses on the digital transformation of business processes, reengineering of the physical planning information system, and modernisation and higher efficiency, quality and transparency of administrative services in the field of physical planning and construction. The investment will improve computer processing, digitalisation and implementation of individual investment projects, from determining the right location to develop a specific investment project to acquiring all necessary permits. In addition, it will integrate construction processes with the aim of creating and reusing consistent digital information in the construction process during a building’s life cycle.
The investment will conduct thematic analyses and valorisation of Croatia’s territory and collect and process digital data for the development of relevant spatial layers. The results will be used to develop spatial plans at the national level and to develop guidelines for planning at other levels, with an emphasis on guidelines for energy transition (RES), marine spatial planning, landscape valorisation and planning in protected natural areas.
Within the framework of the investment, the following key segments are defined:
1. analysis of administrative burden and amendments to regulation in the field of physical planning, construction and state assets, for the purpose of developing a proposal for optimising the process of issuing construction acts, developing new generation spatial plans (through implementing the procedure for providing grants to L(R)SGUs to initiate the new generation spatial plans procedures and development for over 570 spatial plans at the state, county and local level) and for the purpose of better, more efficient and more transparent state assets management;
2. digitalisation of key procedures, data and documents, digital transformation of business processes and reengineering of the physical planning information system and state assets with the aim of modernisation, efficiency improvement and better administrative services;
3. acquiring high-resolution satellite images of the territory of Croatia, which represent the basis for a more efficient surveillance of Croatia’s space in order to protect the space from devastation, unauthorised construction, etc.;
4. determining the initial stage of green infrastructure and monitoring and evaluating the effectiveness of green infrastructure development in urban areas with the aim of using green infrastructure as a tool to mitigate the effects of climate change;
5. development and implementation of highly specialised education programmes in the field of strategic management and quality management in public administration in the field of physical planning and construction.
The investment is in accordance with the Government’s Programme, priority 4. Empowered Statehood – Efficient, Resilient and Digital Croatia; National Reform Programmes for 2019 and 2020, in the part referring to sustainable economic growth and development; and with the Spatial Development Strategy of the Republic of Croatia, which presumes digitalisation of spatial plans as an important prerequisite for a better investment climate and business environment.
Implementation
The investment implementation body is MPGI, which will conduct the implementation in cooperation with other state administration bodies, public bodies and L(R)SGUs. The target group of the investment are, apart from state administration bodies and public bodies and L(R)SGUs, citizens, the scientific community, business entities, construction participants, construction inspection and labour inspection.
Within the framework of the investment, the following activities will be conducted:
(i) Upgrading the physical planning and state assets information system
Planned project activities:
• 1.1. Procurement of computer equipment
• 1.2. Equipping offices to implement the project
• 1.3. Analysis of the existing processes by introducing BIM processes, defining professional solutions while preparing the development of the BIM application and integrated processes in designing, and the analysis of the existing procedures in investment projects with proposals for their verification
• 1.4. Development of project tasks to develop the eProcedure and BIM applications
• 1.5. Development of the computer application
• 1.6. Upgrading of the computer application
• 1.7. Monitoring the application development
• 1.8. Acquiring satellite images
• 1.9. Educating users
(ii) Development of new generation spatial plans

• 4. For the purpose of promotion and visibility of the entire investment, external experts will be hired for multimedia services during project implementation, development of promotional materials and development of activities aimed at project visibility.
