About us

The Physical Planning Information System (ISPU) is a national, interoperable and multiplatform system for input, verification, publication and exchange of spatial data. Its purpose is to develop, adopt, implement and oversee physical plans, construction acts, real estate transfer, energy performance certificates, and state assets, as well as to continuously monitor the situation on the ground and in the field of physical planning, to develop reports on the situation on the ground and to conduct business processes pursuant to acts and subordinate legislation under the scope of this Ministry.

The ISPU system ensures a quick and easy way to gaining a comprehensive insight into the physical planning of the Republic of Croatia, since it contains data on the management of space and objects around us. The ISPU Geoportal is the central point of access to specific modules, i.e. software solutions, such as ePermit, eConstruction Log, ePlans and others, which are available to authorised users in public authorities competent for performing the duties pertaining to physical planning, construction, real estate valuation, building inspection, etc.

Development

The Physical Planning Information System is under constant development both by establishing new modules and by systematically improving the existing ones in accordance with technical and technological development. As a result, this ensures the system’s efficiency and transparency, the overall building and state assets system is improved and simplified, and the information and communication technologies are increasingly used in communication between public administration, investors and citizens. It also leads to a better insight into the overall investment process for all participants, and better interdepartmental cooperation of competent institutions.

The goal of developing the ISPU system is to gather all physical plans and spatial interventions in one place, aiming to reduce the administrative burden on citizens and to enhance the efficiency and cost-effectiveness in public administration.

The project is funded by EU funds, a loan from the World Bank and, in part, the budget of the Republic of Croatia.

The Physical Planning Information System (ISPU) is designed as a system of independent functional units – e-services for data input and verification which can be interconnected. The e-Services which are being developed and improved are: ISPU Geoportal, ePermit, eConference, eArchive of Permits, eConstruction Log, ePlans, ePlans Editor, eCatalogue of Physical Plans, eEnergy Performance Certificate, eReal Estate, Brownfield Area Register, Green Infrastructure Register, eReconstruction, Internal Real Estate Register, MPGI Central Metaregister, eRegimes, eSatellites, eSpatial Inspection.
