The Third Professional Physical Planning Information System (ISPU) Conference, organised by the Ministry of Physical Planning, Construction and State Assets, will be held on October 15-17, 2025 at the Hotel Croatia in Cavtat (Hotel Croatia Cavtat).
The First ISPU Professional Conference was held in November 2023 at Terme Sveti Martin, and the Second Professional ISPU Conference was held at the Šibenik Convention Center in April 2024. Both conferences gathered more than 1000 participants during the three days of their duration.
At the Third Professional ISPU Conference, novelties from five key areas within the scope of the Ministry of Physical Planning, Construction and State Assets will be presented, and the main topics of the conference will be:
• issuance of permits
• development of physical plans
• disposal of real estate
• energy performance certification of buildings
• management of regime systems of public authorities
The conference is intended for representatives of local and regional self-government units, representatives of the Institute for Physical Planning, officials for issuing construction acts, physical plans developers, state officials and representatives of competent ministries, and representatives of the academic community.
The conferences are held as part of the project "Improving the system of physical planning, construction and state assets through digitalization" funded by the EU under the "EU Next Generation" instrument through the National Recovery and Resilience Plan 2021-2026 as part of subcomponent C2.3. Digital transformation of society and public administration and reform measures C2.3.R3 Modernization and further development of national information infrastructure as a basis for safe and financially efficient interaction of public administration bodies. The total estimated investment costs for C2.3. R3-I7 amounts to 23.9 million euro.
The Physical Planning Information System (ISPU) is a system of the Ministry of Physical Planning, Construction and State Assets that provides citizens with easy access to information on the use of space through Geoportal. Currently, there are 16 ISPU modules in progress and development: GEO portal, ePlans, eCatalogue, ePlans – Editor, ePermit, ISPU locator, eArchive, Brownfield Area Register, eReal Estate, eSatellites, eEnergy Performance Certificate, eSpatial Inspection, eConstruction Log, eRegimes, eProcedures, Internal Real Estate Register and Green Infrastructure Register. The goal of the ISPU system is to reduce the administrative burden on citizens and to enhance the efficiency and cost-effectiveness in public administration. The system is used by approximately 50 thousand users every day, while the GEO portal, which is also the gateway to all e-services, records 110 million views per month.
