The Ministry of Physical Planning, Construction and State Assets (hereinafter referred to as: the Ministry) tends to make the ISPU Portal application – a module of the Physical Planning Information System – accessible in accordance with the Act on the Accessibility of Websites and Programming Solutions for Mobile Devices of Public Sector Bodies in the Republic of Croatia (Official Gazette 17/19, hereinafter referred to as: the Act), which transposes the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016).
This Accessibility statement is applied to the ISPU Portal application – a module of the Physical Planning Information System (hereinafter referred to as: ISPU Portal), which can be accessed here: https://portal-ispu.gov.hr/hr.
Degree of compliance
When developing ISPU Portal, special attention was given to ensuring accessibility tools for persons with disabilities and all persons who experience difficulties using content displayed on screens (for instance, dyslexia).
Development of the Accessibility statement
This Statement was developed on May 13, 2025 according to the Model Accessibility Statement in line with the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies and determined by the Commission Implementing Decision (EU) 2018/1523.
The assessment of compliance with the accessibility requirements is a result of the Ministry’s self-evaluation.
The Ministry will revise this Statement regularly upon eliminating the reasons why certain content was inaccessible.

Procedure for monitoring the implementation of the regulations
The authority competent for monitoring the compliance of websites and programming solutions for mobile devices of public sector bodies with the accessibility requirements, as well as for supervising the implementation of the Act, is the Information Commissioner of the Republic of Croatia.
